It is broken up into 6 districts that are fully accessible from the start, but without level scaling you will find it difficult to go to certain areas until you have the proper enhancements. Don’t fret though because the underground, multi level enterable buildings, and density of the city makes this a gigantic map. For reference, Skyrim is 39 km2, Witcher 3 is 46.3 km2, and Watch Dogs 2 was 80 km2. The map itself is said to be about 15 km2 This is very much an approximation and will be confirmed tomorrow. These will be enterable and add a lot of playable area. The city is also much bigger than many games in the past due to the sky scrapers and large buildings. The subway tunnels are very extensive and most likely will host a lot of quests and sub-street life. There currently is a map out there from one of the trailers that was shown.
